Designated Youth Tobacco Use Representative (DYTUR) for Livingston and Washtenaw County

Emily Preston Rahim is responsible for the following activities under the DYTUR position:

  • Direct cooperation and collaboration with existing community organizations, tobacco coalitions and law enforcement agencies.
  • Conduct underage sales of tobacco to minors, using approved Synar Protocol. Prior to any compliance checks the DYTUR representative must contact the local law enforcement entity . Any illegal sales must be reported to the local law enforcement agency as well as the offending tobacco establishment.
  • Contact law enforcement agencies from both Livingston and Washtenaw County to determine the types of tobacco act violation activities they engage in.
  • Conduct Non-Synar Law Enforcement compliance checks on at least 10% of the toal Master Retailer List in Livingston and Washtenaw Counties.
  • Conduct vendor/retailer education activities in at least 10% of the total outlets within Livingston and Washtenaw Counties. This number will increase to 25% if underage sales increase to 20% of compliance checks.
  • Vendors/retailers will demonstrate an increased awareness of the Youth Tobacco Act (YTA), tips for employee training, regarding the Youth Tobacco Act, and obtain instructions on YTA signage.
  • Promote the development of community-wide tobacco free norms among young people.
